As a requirement under the Wendell H. Ford Aviation Investment and Reform Act for the 21^st Century (AIR-21), each medium and large hub airport with one or two airlines representing more than 50 percent of passenger enplanements is required to file a competition plan to be eligible for federal grants.  Our approach to competition plans is to determine the airport’s goals and objectives, describe its business practices, conduct a physical facility review, ensure that the document meets the AIR-21 requirements, and prepare the actual document.  MAC has prepared or assisted with competition plans for Memphis International Airport (which was the first plan submitted to FAA) and Manchester Airport.
